Post dedicado às ressacas

...da efeméride do 11 de Setembro, e do anúncio da saída de Blair. Apontamentos retirados do artigo de opinião de Teresa de Sousa, como de costume excelente, no Público de ontem (o meu acesso livre ao publico.pt a começar a facturar...), e alguns breves comentários que me suscitaram estas passagens:

"Tony Blair carrega preso ao pescoço, no seu triste ocaso político, o peso tremendo do Iraque e a sua determinação em apoiar, para lá de todas as dúvidas e de todas as discordâncias, a "guerra ao terror" de George W. Bush. A tempestade política que enfrenta em casa foi despoletada, mais uma vez, pela sua decisão de acompanhar as posições americanas na guerra do Líbano. Mesmo assim, vale a pena interrogarmo-nos sobre as razões que levam, ainda hoje, exactamente metade dos britânicos, sempre saudavelmente cépticos e distantes em relação aos seus governantes, a pensar que ele não deve sair já de Downing Street, depois de lhe terem dado uma terceira vitória consecutiva há pouco mais de um ano. Estará aqui certamente a explicação para a tese da revista americana. "Blair morreu. Longa vida ao blairismo." Basta olhar para Londres, hoje transformada numa segunda Nova Iorque, metrópole da oportunidade e do futuro para cada vez mais jovens europeus e de toda a parte. Cidade-mundo, moderna, cosmopolita, enérgica. Capaz de vencer o medo. Plural, aberta, contrastante. A imagem quase perfeita de tudo aquilo que os fundamentalistas islâmicos odeiam e que nunca serão capazes de destruir."

Fui a Londres o ano passado e constatei isso mesmo. Londres é, hoje, o verdadeiro umbigo do mundo. Esta citação só corrobora o que escrevi antes acerca do legado de Blair, da paradoxal dicotomia desse legado, entre o apoio incondicional à política americana no Iraque (e no Líbano) e muito que conseguiu na frente interna.

"É talvez isso que é mais perturbador neste quinto aniversário. O vazio deixado pela superpotência que deveria liderar o mundo contra a nova ameaça do fundamentalismo islâmico. De um lado, uma desordem internacional que nos parece à beira do caos. Do Iraque ao Afeganistão, do Líbano à Palestina, de Darfur à deriva antidemocrática da Rússia, dos bombistas-suicidas, que não compreendemos, à possibilidade assustadora de termos de lidar com as consequências de um Irão nuclear. Do outro, um Presidente em quem já nem os americanos acreditam e uma América que paga hoje muito caro os erros que ele cometeu. Enfraquecida militarmente pelo desastre iraquiano, diminuída moral e politicamente aos olhos do mundo. Por causa do unilateralismo arrogante do primeiro mandato, mas, em primeiro lugar, por causa de Guntánamo, de Abu Graibe, do Patriot Act e dos prisioneiros da CIA, das inevitáveis tragédias humanas das guerras que não são compreendidas como justas. É essa incapacidade de liderar da América que sublinha o caos.
(...) Pior que uma América arrogante e unilateralista, só uma América retirada do mundo, "isolacionista", para usar uma velha expressão caída em desuso. Infelizmente é para aí que as sondagens ao estado de espírito dos americanos parecem apontar, como muitos analistas sublinharam neste 5.º aniversário do 11 de Setembro. Cada vez mais americanos, que, como nós, não sentem que o mundo esteja mais seguro, se inclinam para dizer que o seu país tem de "preocupar-se com os seus problemas" e deixar de ter a pretensão de espalhar a democracia no mundo, a única boa ideia da doutrina Bush. Cada vez mais americanos desejam um calendário para uma rápida retirada do Iraque e menos apoio a Israel.
Sem Blair, mas com uma boa dose de blairismo, com Merkel e, talvez, com Ségolène, será a Europa capaz de entender melhor que pode ter uma chance de ajudar as fazer as coisas melhor? (...)"

Sublinho apenas o meu próprio vaticínio: a Europa dos próximos largos anos vai, para o melhor e o pior, ser marcada por este legado de Blair, pelo que se chama de "blairismo". Em Portugal já o temos (embora quase só na parte má, a parte boa do blairismo ficou esquecida no primeiro governo Guterres...), em Espanha mais a parte boa que a má, em França tê-lo-emos se o PSF se conseguir unir em torno de Ségolène Royal (política amorfa muito do estilo do nosso Sócrates), única forma de derrotar o ultra-ultra-liberal Sarkozy, na Alemanha tê-mo-lo de alguma forma no governo CDU/SPD de Markel, no Reino Unido continuaremos a tê-lo com Gordon Brown, e daqui a dois anos com David Cameron (autêntico clone de Blair, em que a roupagem tory não faz grande diferença excepto talvez na política europeia).
E é este, no fundo, o que Blair nos deixa. O seu legado deverá ser julgado daqui a dez anos, quando verificarmos se, segundo os efeitos que o blairismo produzir na Europa, ela será nessa altura melhor ou pior que agora. Sou pessimista.

Faltam 264 dias para o fim da era Blair... será?

Segundo vários media britânicos, tem "transpirado" que Blair passará o testemunho a Gordon Brown em Maio de 2007. Ontem, a Sky News já fazia a contagem decrescente... Um balanço muito sucinto de dez anos marcados, para o melhor e para o pior, por Tony Blair, pode ser feito em duas frases.
O Reino Unido é hoje um sítio melhor para viver que há dez anos. Mas mais inseguro. O mundo é um sítio pior para viver. E mais inseguro.

Blair 'to hand over power in May'

"Tony Blair will announce later he will be stepping down as prime minister within the next 12 months, Downing Street has confirmed. (...) He is not expected to give a precise departure date but Commons leader Jack Straw has indicated the prime minister plans to hand over power in May.
(...) Downing Street has rejected suggestions a deal had been struck to hand over power on 4 May, three days after Mr Blair notches up 10 years in power and the day after local elections. But Mr Straw said earlier voters would expect Mr Blair to stay "to the halfway point of a normal four-year parliament", which would be May - thought to be a signal of reassurance to supporters of Chancellor Gordon Brown calling for an earlier exit than 12 months.
(...) According to this timetable, Mr Blair would then resign as Labour leader in early May, with a new prime minister in place by early June, following a party leadership election. But our correspondent stressed this was a provisional timetable and could change. Mr Blair has been under pressure to quit earlier than May in order to get a new leader in place before elections in England, Scotland and Wales, which are expected to be disastrous for Labour."

Labour em queda no Reino Unido

O feitiço vira-se contra o feiticeiro...

Segundo sondagem do Guardian:

Tories open nine-point lead as Labour drops to 19-year low

"(...) The Tories have gained over the last month while support for Labour has fallen heavily in the wake of the recent alleged terror plot against airlines. An overwhelming majority of voters appear to pin part of the blame for the increased threat on Tony Blair's policy of intervention in Iraq and Afghanistan.
Ministers - including Mr Blair - have repeatedly denied that there is a connection. But 72%, including 65% of Labour voters, think government policy has made Britain more of a target for terrorists. Only 1% of voters believe the government's foreign policy has made Britain safer, a devastating finding given that action in Iraq and Afghanistan has been justified in part to defeat Islamist terrorism.
That may explain why Labour support has dropped four points in a month, to 31% (...) The fall may be partly caused by Mr Blair's absence on holiday and public unhappiness at the announcement that John Prescott would stand in. (...)
Meanwhile the Conservatives have climbed one point to 40% (...)
The findings will shock many at Westminster who had expected Labour to gain ground following John Reid's high-profile handling of the alleged plot against transatlantic airlines. Carried out over the past weekend, following the series of terror arrests, the poll shows voters do not believe the government is giving an honest account of the threat facing Britain. Only 20% of all voters, and 26% of Labour voters, say they think the government is telling the truth about the threat, while 21% of voters think the government has actively exaggerated the danger.

Hezbollah e o "eixo do terror": a suprema ironia

Esta dá mesmo vontade de rir... e agora, sr. Blair?

AN URGENT investigation was launched last night after Israel accused Britain of indirectly supplying Hezbollah terrorists with military night-vision equipment that helped them to target Israeli soldiers in Lebanon.
The equipment was found by Israeli troops in Hezbollah command bunkers in southern Lebanon. Each set was stamped “made in Britain”.
The Israelis made representations to the Foreign Office after it was revealed that Britain had sold 250 night-vision systems to Iran in 2003 for use against drug smugglers.
Foreign Office officials said early indications seemed to suggest that the night-vision equipment found by the Israelis was not part of the batch sold in 2003 to Iran. However, thorough checks were being made to compare serial numbers on the equipment found in the Hezbollah bunkers with those on the ones exported legitimately to Iran.
The Iranians are the prime sponsor of Hezbollah, and the Israeli authorities are demanding to know whether the equipment sold to Iran three years ago ended up in the hands of Hezbollah, which killed 117 Israeli soldiers during the month-long clashes in Lebanon.
A Department of Trade and Industry official said night-vision equipment of military specification required an export licence. The investigation will look into whether any British company might have breached export regulations.
The batch of 250 night-vision systems were given a special export licence in 2003 because they were intended to be used by Iranian police trying to stem the flow of heroin and opium from Afghanistan into Iran. Although there is what amounts to an arms embargo against Iran, aimed principally at stopping the export of equipment that could benefit Tehran’s suspected nuclear weapons programme, the request for night-vision equipment was approved in recognition of the counter-narcotics work.
When the export was agreed, Mike O’Brien, then Junior Minister at the Foreign Office, told the Commons: “The goods are for the use on the Iran-Afghanistan border against heroin smugglers.” He said there was “no risk of these goods being diverted for use by the Iranian military”.
If any of the equipment has been diverted to Hezbollah, it would be a serious embarrassment for the Government. Hezbollah’s “external security”, the military wing of the militant organisation, is proscribed as a terrorist group. The Government has also made clear its support for Israel’s struggle with Hezbollah and has approved the transit of bunker-busting bombs and missiles for the Israelis from the US through British airports.
Liam Fox, the Shadow Defence Secretary, said: “If this turns out to be true, and Iran supplied backing for Hezbollah, it will have consequences for any future military exports to Iran. And it points the finger all the more strongly at Iranian involvement in destabilising the Middle East.”
One set of the equipment was found by Israeli forces in the southern Lebanon village of Mis-a-Jebel on August 10, in a house belonging to a 60-year-old man whose four sons are all Hezbollah fighters.
One was described as a Thermo-vision 1000 LR system with a serial number 155010, part number 193960. Other equipment, including radios also thought to be British, and sophisticated recording and monitoring devices, were found.
Israeli commanders had complained that night-time operations in the border region had been hampered by the ability of Hezbollah fighters to observe and counter their moves. In more than six days of fighting around the village of Mis-a-Jebel, the Israelis lost six soldiers and 20 more were injured.
Lieutenant-Colonel Olivier Radowicz, an Israeli commander, said: “The night-vision unit was used to observe the movement of troops. You can also record what you are watching. Then it is connected to a computer. You can obtain a perfect intelligence picture in real time. It is then connected to firing systems.”

Ecos de Maquiavel?

Chegaram-me há dias ecos distantes quanto à amplamente publicitada "conspiração do terror" desmascarada em Londres que me deixaram a pulga atrás da orelha. Se não tenho dúvidas de que algo de verdadeiramente importante foi descoberto, o que não surpreende minimamente (como titulei no post sobre o assunto, é apenas uma questão de tempo até...), li algo que vagamente aludia ao facto de a acção da polícia britânica estar a ser empolada, por forma a servir interesses políticos do governo de Blair.
Ecos de Maquiavel portanto: a ampla campanha de publicidade em curso (e algo no seu tom demasiado veemente soa de facto a suspeito) cria, ou poderá visar criar, um estado de espírito nos britânicos propício a que Tony Blair possa instituir novas medidas que vê como importantes para combater o terrorismo, ou reciclar outras que foram entretanto chumbadas, como é o caso da extensão para 90 dias do período em que um detido por suspeita de terrorismo pode permancer preso sem ser acusado. Já se ouvem de resto ministros a defender esta medida...
Fica então a tal pulga atrás da orelha: não pondo em casa a veracidade da existência de iminentes ataques terroristas tal como foram descritos, será que estes não estão a ser empolados, ou demasiado publicitados, de propósito por Blair para servir os seus interesses políticos? (e até aumentar a sua popularidade em declínio...)
Já procurei, mas não encontro nada de concreto acerca disto... se alguém estiver mais informado que eu...

Airlines terror plot disrupted

A plot to blow up planes in flight from the UK to the US and commit "mass murder on an unimaginable scale" has been disrupted, Scotland Yard has said.
It is thought the plan was to detonate explosive devices smuggled in hand luggage on to as many as 10 aircraft. Police are searching premises after 21 people were arrested. Home Secretary John Reid said they believed the "main players" were accounted for. High security is causing delays at all UK airports.The threat level to the UK has been raised by MI5 to critical after the arrests in London, High Wycombe and Birmingham. Critical threat level - the highest - means "an attack is expected imminently and indicates an extremely high level of threat to the UK".Three US airlines are believed to have been targeted. Mr Reid said had the attack gone ahead it would have caused a loss of life of "unprecedented scale". He said they were "confident" the main players were in custody, but neither the police nor government are "in any way complacent". Tony Blair, on holiday in the Caribbean, paid tribute to the the police and the security services. He said they had tracked the situation for a "long period of time" and had "been involved in an extraordinary amount of hard work." "I thank them for the great job they are doing in protecting our country. "There has been an enormous amount of co-operation with the US authorities which has been of great value and underlines the threat we face and our determination to counter it," he said in a statement. BBC security correspondent Gordon Corera said the plot was thought to have involved a series of "waves" of simultaneous attacks, targeting three planes each time. He also said the plan "revolved around liquids of some kind". "Officials say the explosives would have been sophisticated and extremely effective," our correspondent said.
